There was drama during the Kikuube district council sitting after Alex Byensi, the district Councilor for Kabwoya upper presented an audio clip in the council pining Evarse Munguryeki, the secretary for works who also doubles as female Councilor for workers for extorting money from job applicants.

Byesi presented a voice clip of Maurice Businge, a resident of Kabira village in Kabwoya sub-county, who claimed that Munguryeke solicited sh2.5 million from her promising to offer her a job.

Businge who was working as a volunteer at Muhwiju health III as a midwife is said to have applied for a position of enrolled midwife in Kikuube.

In his submission, Byesi told the council there was rampant extortion and corruption in the recruitment of workers by the district service commission.

He noted that the district service commission was being influenced by the district executive committee members adding that all the applicants who did not go through the executive were unable to get jobs.

He also complained that the district conducted interviews in July and to date the service commission has failed to display the successful candidates.

Byensi then asked the Speaker Chris Nkalu to permit him play the audio butNestole Tumwesigye, the district councilor for Kyangwali sub-county opposed the request saying all information presented to the council must be in writing.

The speaker Nkalu asked Nestole to quote the law but the Nestole failed and Byesi was allowed to play the video.

Shortly after the playing the audio, Peter Banura, the Kikuube LCV chairman defended Munguryeki saying council cannot depend on just an audio because it can be doctored.

He says that his office set up a complaints desk for the people who alleg to have paid bribes to get jobs or any other complaint but surprisingly, non has reported such a case.

Opio Vicente the vice Chairman says that Byesi’s audio was just baseless and the council could not rely on it to order for an investigation about the member of the DEC.

After the district chairman and his vice defeding Muguryeki, the council sitting turned chaotic hence the Speaker directed that the accused be arrested by police for interrogations.

However, Amlan Tumisiime, the Kikuube RDC said that Munguryeke would not be arrested because she was on police bond over the same matter.

Businge who is alleged to have paid the money to Muguryeki says recently, the councilor paid her Sh1.4m and she is demanding for the balance of Sh1.4m.
