Court Remands Two Staff of Kapaapi Health Center III Over Theft of Gov’t Drugs and Neglect of Duty

The Hoima Chief Magistrates Court has today formally charged two staff of Kapaapi Health Center III over theft of government drugs and neglect of duty.

The two are Akugizibwe Rostico, 32 years, a former health facility incharge and a resident of Rukooge cell in Hoima City. Rostico is currently at Kigorobya health centre IV. The other staff is Kabasindi Scola, 41 years a medical records officer at the same facility and a resident of Bucunga cell in Hoima City.

Court presided over by Hoima Chief Magistrate George Kunihira heard that Rostico, while still at Kapaapi health centre III allegedly stole 72 pieces of implants worth UGX 2, 012, 000 which are a government property. Court also heard that between August 2025 and March 2026, Kabasindi, a medical records officer allegedly stole 135 implants worth UGX 4, 523, 000 which are a government property.

The Court sitting in Kijungu cell in Hoima East division also heard that Rostico who was the facility incharge failed to perform supervisory duties over the subordinates at the facility leading to loss of drugs. It also heard that between August 2025 and March 2026, Kabasindi neglected the duty of entering proper records of drugs received at the facility leading to the loss of drugs.

The two individuals denied the charges and the Chief Magistrate George Kunihira remanded them to Kiryatete government prisons until April 7.

Efforts for bail application were futile since the State Attorney was fully engaged in another case in High Court.

Police on March 26 arrested five staff Kapaapi health center III over the suspected stolen government drugs. The included Kabasindi Scola a medical records officer, Biferamunda Godfrey a facility in charge, Akugizibwe Rostico a former in charge now at Kigorobya health center IV, Tabu Fred a security guard and Kyaligonza David. Their arrest follows four boxes which were impounded from Hoima Taxi Park after having been abandoned by a boda boda
