Joseph Serugo ran into trouble when he stormed the RDC\u2019s office on July 7, 2021, saying he had an important document to deliver.<\/p>\n<p>When tasked to present the document he wanted to deliver to the RDC, Florence Kobusinge Kirabira a sharp knife dropped from Serugo\u2019s pocket prompting the RDC\u2019s security personnel to arrest him and whisk him off to Masindi central police.<\/p>\n<p>It later emerged that the suspect is from Gayaza B village Nangabo sub-county in Wakiso district where Kirabira worked before he transfer to Masindi.<\/p>\n<p>Now, Julius Hakiza, the Albertine Region police spokesperson, says that they subjected the suspect to a mental health checkup on Friday, which showed that he is a victim of mental illness.<\/p>\n<p>He says that they also obtained information from his home district indicating that he once spent time at Butabika National Mental Referral Hospital.
