President’s Office Seeks to Directly Supervise CAOs

The Office of the President is considering assuming the role of supervising Chief Administrative Officers (CAOs) as part of the efforts to enhance service delivery in the country.

Hajji Yunusu Kakande, Secretary in the Office of the President, announced the proposed restructuring within the public service that would place all CAOs under direct supervision and control of the Office of the President.

Speaking at the opening of the 4th Administrative Officers Forum symposium in Hoima City, Hajj Kakende highlighted the limitations of the current arrangement where CAOs report to the Ministries of Local Government and Public Service.

He believes this proposed restructuring aims to establish a direct link between the Office of the President and administrative cadres in local governments, fostering collaboration and improving service delivery at all levels.

Kakande has appealed to administrative officers to always fight for their rights after they raised complaints of how political assistants of ministers are taking over their duties.

Emmanuel Mugunga, the chairperson of the union of the Administrative Officers, has asked the government to come up with a project to handle the issue of titling government land.
