MPs Question Lands Ministry Over Unauthorised Sh950m Expenditure on Hoima Oil Refinery Area

The development of the Hoima Oil Refinery proximity area has come under scrutiny after Members of the Public Accounts Committee (Central Government), questioned the Ministry of Lands, Housing and Urban Development over an unauthorised expenditure of Shs950 million committed toward the preparation of a master plan for the area.

The matter arose during the examination of the Auditor General’s Report for the Financial Year 2024/2025 on Tuesday, which faulted the ministry for awarding a multi-year contract without prior approval from Parliament.

The Hoima Oil Refinery proximity area master plan is intended to guide structured urban and physical development around the refinery. Despite its strategic importance, MPs insisted that strict adherence to financial and procurement procedures must be observed.
