The issue of the Hoima City Human Resource Office frustrating pensioners and other workers who are seeking help took center stage during the City Council sitting with calls to clean the office operations.

In his remarks before the Council sitting at HB Hotel on Tuesday, the Hoima RCC Hajji Badru Mugabi revealed that even though the City has registered a 56% staff recruitment, many of them are yet to access the government payroll due to gaps in the City’s human resource office.

Mugabi revealed that his office has received several complaints especially from the new staff at the City of frustrations they have encountered especially from the human resource office and asked the responsible offices led by the town clerk to help rectify the issue and support the dwellers.

Joshua Byenkya the Hoima City Male Councillor rechoed the same challenge in the Hoima City Human Resource office says retired civil servants are the most affected with little help received from the office as they attempt to access their pension and gratuity.

Byenkya says the way operations are being handled in the Human Resource office is not good thereby tasking the Town clerk to act with intention and clean the mess reportedly in the office.

Patrick Mugabi the Hoima City Male Workers’ Councillor blamed the mess on understaffing in the Human Resource office in which it currently has only one staff who is sometimes overwhelmed by the tasks to handle regarding all Workers’ issues at the City.

However, Idd Magezi, the Hoima East Division wondered why some of the staff who were recruited for the Human Resource office were transferred to other departments like in the City service commission which created a staffing gap in the office.

But the City Clerk Lwanga Edward clarified that the transfer was initiated inorder to meet the requirements for qualifying to benefit from the Uganda Cities and Municipalities Infrastructure Development.

Lwanga revealed that they have already submitted the request for recruitment in order to fill the staffing gaps at the City adding that for the meantime pensioners and other workers with issues can directly engage his office or that of the Deputy City Clerk.
