The Resident City Commissioner (RCC) of Hoima City Badru Mugabi, has expressed concern over the increased insecurity tendencies in Hoima City, attributing it to the exoneration of juvenile criminals due to the lack of a remand home.

Mugabi emphasizes that the absence of a dedicated facility to hold and rehabilitate young offenders has led to their release back into the community, where they often resume their criminal activities.

Badru adds that exoneration of Juvenile criminals due to lack remand home has increased insecurity in the city.

Mugabi appeals to the city authorities to empower the probation department by increasing their budget, stressing that this would be a crucial step in addressing the challenge.
