The Prime Minister of Bunyoro Kitara Kingdom Andrew Byakutaga, has voiced strong opposition to the Ugandan government’s proposal to rationalize the Uganda Coffee Development Authority (UCDA).
He argues that the authority plays a vital role in the coffee sector, recommending that the government increase its funding and set clear annual targets for improvement.
As discussions continue over the potential rationalization of UCDA, Byakutaga questions the timing of the proposal, particularly as Uganda’s coffee sector is currently experiencing growth.
He urges the government to reconsider merging UCDA into a ministry, expressing concerns over potential bureaucratic delays that could impact those involved in the coffee value chain.
“We appreciate the government’s initiatives, but now, when the coffee sector is thriving, is not the time to think about rationalizing UCDA.
The government needs to be cautious; as a kingdom, we oppose this move.
UCDA should remain independent to better support coffee farmers. Who is guiding the president on this decision? Moving UCDA into an already overburdened ministry is not the right approach,” Byakutaga stated.
Instead, the Bunyoro premier advocates for boosting UCDA’s funding.
“With 12 million people involved in coffee production, and Bunyoro contributing 6% to the national output, the logical step is to allocate more funds to UCDA. The government should set yearly goals, such as increasing production, expanding international markets, and enhancing quality, rather than merging the authority. I strongly urge that UCDA be given additional resources,” he added.
