Two Hoima District Officials On Spot for Mismanaging UGX36Million Meant for Titling Government Land

The Hoima district land surveyor together with the head of natural resources department are on the spot over the mismanagement of UGX 36million that was meant to be used for titling government land for several institutions in the district.

The accused are the district surveyor Dickson Busobozi and the head of natural resources department Joseline Nyangoma.

Speaking to journalists  on Wednesday, Uthuman Mugisha Mubarak, the LCV chairman Hoima disclosed that last month, Kitoba Sub County was elevated to a town council status and the district plans are under way to construct the new district headquarters in Birungu parish, Kitoba town council.

However, Mugisha says construction cannot go on because the land is not titled and that government does not operate in such a way without an existing land title. He adds that in the 2022/23 FY, government released Sh36 million shillings to title all government lands including the Birungu land.

Mugisha notes that in his letter dated September 24, 2024, he wrote to Hoima police station to sermon the district land surveyor together with the head of natural resources department to answer questions regarding the mismanagement of 36 million shillings meant to title government land for institutions.

He has tasked the two officials to explain the delayed titling of the land yet they received the money.

Among the 11 government institutions whose land titles were supposed to be processed  include Birungu, Butema health center, Kyabasengya health center, Cocoa nursery bed, Wagesa market and Kigorobya health center IV among others.

He says the Hoima chief administrative officer (CAO) Emmanuel Ssempala wrote to the district land surveyor and head of natural resources department on September 9, 2024 and issued them seven days to submit a report on the matter but to date no replies have been made.

Our efforts to get a comment from the district natural resources officer Joseline Nyangoma were futile by the time of filling this story since she could not pick our repeated calls.
