The office of the Auditor General has advised the ministry of local government to adequately streamline the transfer of local government accounting officers in order to ensure continuity in service delivery with minor interruptions.
This comes after an AG’s report as of June 30, 2023 shows that local governments of Hoima, Buliisa, Fortportal, Amuria, Kitagwenda, Kabarole, Mityana and Butebo. two to four accounting officers were posted within the same financial year.
The auditor general says this disrupts the implementation of activities thus affecting service delivery and accounting for funds which may in the long run hinder attainment of strategic objectives in the affected local governments.
According to the Auditor General, the accounting officers say it was the mandate of the ministries of finance and local government to appoint and transfer accounting officers respectively.
However, the permanent secretary of the ministry of local government Ben Kamumanya acknowledges the challenges adding that this will be solved by strengthening the administrative structure by recruiting substantive heads of departments.
On Tuesday, the Auditor General John Mwanga presented a report on the audited accounts of government for the previous financial year to the speaker of parliament Rt Hon. Anita Among in fulfillment of the article 163 (4) of the 1995 constitution.
