Monitors and implementers of the Parish Development Model in Hoima City have embarked on manual disbursement of program funds.

The program launched by President Museveni in February 2022 has seen a slow pace implementation in the city with it’s launch this Friday.

Badru Mugabi, the Hoima Resident City Commissioner says the president while in Masaka recently raised concerns over system bureaucracy and many terms which he said were blocking people from accessing the funds.

Now, Mugabi says together with the deputy national coordinator for PDM Hon Jovyln Kaliisa and Major Martha Asiimwe, the dean of all RDCs from the office of the president have resolved to apply manual disbursement of project funds to beneficiaries as approved by loan awarding committees blaming the computer system rejecting several beneficiaries.

Hon Jovyln Kaliisa while meeting the program beneficiaries ordered the loan committees and the technical staff to give out the full amounts requested by the beneficiaries instead of deciding for them.

Swalleh Ashraf Kajuma the City focal person revealed at a time of capturing information a number of beneficiaries registered as engineers, farmers and other categories which were later rejected by the system.

Kajuma added the system had only accepted 102 out of the 794 program beneficiaries registered had been accepted by the system.
